[VACNCABoardMembers] Forgiveness of VACNCA Late Fee

Jo Anne had a problem with her bank and paid late, incurring a fee.  I recommend we forgive the fee out of respect for her long service to VACNCA and the board.
If you agree, I will notify Access.
