[VACNCABoardMembers] VACNCA De-icing

Any idea why Huizenga de-iced last night? We did not receive any opt out notice and it was not below freezing.  But the next few days will dip below 30 degrees.  So perhaps it is ok.  Since we did not request it, it would be nice if we do not get charged the premium opt-out rate.
