[VACNCABoardMembers] Update on Ground Water

The culvert along the June trail is now cleaned out and there is no standing water at this point.
Bayside came out to try to back-flow the drains but could not go from the downspout side and so could not really do anything useful.  Rachel is asking Blythe Plumbing if they can try to back-flow the drains.
