[VACNCABoardMembers] Flooding Under Units and Forming a Flooding Committee

FYI, 1226/1224/1222/1220 all have flooding again this morning.  I got the pump running under 1220, and the emergency pump is running under 1224, but no enough.  Rachel is sending out a plumber with more pumps.
I believe it is time we formed a committee to address the problem more comprehensively.  We need more people to do the research and speak with experts in order to determine the actual problem and arrive at a fix.
